Absolutely the best way of ensuring drivers are up to your required standard is to assess their ability.
An annual assessment is the minimum recommendation, to ensure that standards are being maintained and dangerous bad habits are being kept in check.
An assessment is not only the best option for the above, but it's also a great way of offering drivers impartial advice on what they could improve on, or even just to commend them on what they're already doing well. It isn't always bad news, sometimes it's nice to be recognised for high standards.

For employers, it may even be worth mentioning to your insurance provider that you carry out these assessments, as it might reduce your premium.
